The arena came up in 2003, an effort taken up by John Delaney, the Mayor as part of the Better Jacksonville Plan. The Veterans Memorial Arena came up as a replacement for the Jacksonville Memorial Coliseum which was an 11000-seater arena and over the years had become outdated.
